No. Public readers are unlimited and never count toward your plan's people allowance, which is for people collaborating in your workspaces.

Community includes 3 public libraries with 150 active assets pooled across them. Only active assets count — revisions and favorites do not. Public and private allowances are separate, so using public space does not reduce the private allowance, and the reverse is also true. Paid plans include unlimited public and private libraries and assets under fair use.

The owner counts as one person toward the plan's allowance. Each person counts once across every workspace covered by the subscription, so inviting the same collaborator to several of your workspaces does not use another place. A pending invitation reserves a place until it is accepted, cancelled, rejected, or expires.

Each workspace is its own people-and-access boundary. On Studio and Agency you can give each client its own workspace, keeping client libraries, members, and access separate while everything stays under one subscription.

Annual subscriptions are billed upfront at the annual total shown. That total is two months free compared with twelve monthly payments.
